No, not at all. She is too much of an academic and she seems to be too connected to "the party line."

Her originally-stated strategy of "oppose the French, ignore the Germans, be nice to the Russians" has met with only partial success. On top of that, I suspect a lot of her foreign contacts don't take her seriously enough, just due to her being black and a woman.

Given what she faces daily, the over-all on the spot decisions she has to make, I think she is as skilled as anyone we could have.
