well the metoers will be there all night from around 11pm-6am...but it peaks from about midnight-2am. they said that the best view of the leonids is new england, new york, and western europe. so you could have a tough time seeing them but id def give it a shot to see...meteor showers are beautiful and this could possibly be one of the most active in recent years and categorized a meteor storm, hasnt been a meteor storm for the leonids since 2002

Meteor shower will be surely visible if you are lucky enough and you are seeing at the right direction and in the right time when it falls.
Time? Obviously at the night time only.
