Meaning he couldn't have got me preganant if I wasn't a partner in the act.

It means that the act that got someone in the unpleasant situation they are in took two. It's most commonly refered to in affairs and in pregnacies. It refers to the fact that it does in fact take two people to do the tango dance.

Boyfriend "what do you mean you're pregnant?"
Girlfriend "well it takes two to tango!"

Ex-best-friend one: "How could you have had an affair with my husband?"
Ex-best-friend-two "It takes two to tango".

it's very common to use that when talking about a couple....that made something in common but finally one of them dont like the results..
but how...??? It takes 2 to tango !!!!
