Bare handed, I'd have to go with Cheny. He's got the weight. If they had weapons, let's say knives or ice picks, I go with Rumsfeld. He's probably got a speed advantage from all the dancing he's been doing at the Pentagon.

Cheney and Rumsfeld are both hostile spawns of evil, so it would be a tough fight. Although Cheney would accidentally shoot Rumsfeld in the face, and so Cheney would win.

They can't fight, both have spent their whole lives getting other people to fight for their profit. Maybe if you put a bunch of money between them, but that would just make it a race to see who could get the money out of the room without getting hurt quicker.
