Bush is an alcoholic and has been his entire adult life! He is still using and he has a lot of destroyed brain cells! He might be in an early stage of "wet brain" caused by alcohol given the 30 something years he has been abusing it!

But, we should consider how many brain cells he lost during the time he was boozing it up and shoving coke up his nose - it could explain his lack of coherency today.
