No.
How do you know there's not a what if plan. Maybe the President just decide not to ask your opinion about it?
OK really, how do you stop Global Climate change?
If I remember right water vapor accounts for about 70% and clouds (mostly water droplets) accounts for another 20% of global waring. Water in it's various forms is 90% of the greenhouse effect, leaving 10% for non-water greenhouse effect.
What no more hot water? Don't even think about boiling water?
Of this remaining 10%, mainly atmospheric carbon, humans MIGHT be responsible for 25% of the total accumulated atmospheric carbon, thus 0.25 x 0.1 = 0.025 x 100 = 2.5% of the total greenhouse effect.
Or should we sign on to Kyoto?
Let see, since February 16, 2005, the Kyoto Protocol has cost about US$ 263,00,000,000 while potentially saving an undetectable 0.002 °C by the year 2050. Just think what that money could have been used for.
One more thing I just saw a show, on the history channel, were they were talking about the little ice age. One theory was the fresh water alter the gulf stream, bring on a mini ice age. If it does happen just how are you going to warm the planet?
EDIT
I almost positive what wildand5150 posted was meant for me, so I'll go back to her question and answer it.

Oh good grief. Don't get caught up in believing that "global warming" has anything to do with President Bush, or even the Human race - we just don't have the ability to affect the earth (at least not yet). Just to give you an idea of how really insignificant we are, if you took every person on the planet and stood them together (each with a 2 foot by 2 foot area) we would only consume an area about 30 miles by 30 miles. The earth doesn't even know we're here.
And get the facts: The Global Warming conspiracists have gotten you all worked up over a 1/2 degree (F) change over the last 100 years - did you know that? Ask them - they will admit it if pushed.

I could go on for a while with this, but I will keep it short. One man, the President, cant stop global warming. Look at the facts.
We are either going into and Ice Age or coming out of an Ice Age. If you are coming out like we are, the temp will go UP. Imagine that, the earth is warming on its on. Man may mess it up some, but also consider this.
When Mt St Helen's blew her top, she dumped millions of tons of pollutants, to include sulfur dioxide, a green house gas, into the air. It was more than man has dumped since the industrial revolution.
So, do we travel the world over and put catalytic converters on volcano's?? Don't think so. We need to concentrate on reducing what we dump, but no, the President is not the bad guy in all of this.

For six years as President, G.W. Bush has encouraged and provided federal funding to industry, particularly the power plants, to reduce emissions. Improvements include coal gasification, stack scrubbers, and capture and reburning of sulfur. There has been absolutely no "dereliction of duty".
Right now in Pennsylvania there is the beginning of a plant that will produce low-sulfur diesel fuel from coal mine "tailings", previously worthless waste material that has polluted the streams for generations. Federal funding was obtained by former Republican Senator Rick Santorum. New plants are also in the works In Illinois and Montana, that will convert coal or biomass to diesel fuel and gasoline.

Since well over 80% of climate change is the sun and earth going thru a phase right now, what, exactly would you have him do. China signed the Kyoto but doesn't have any restrictions placed on them by it, they are about to become the biggest polluter in the world. Same the same with Russia.

Global climate change is a normal part of the cycles of our world. It is not caused by anything we do and cannot be prepared for by government edict. Therefore the answer to your question is ...no.

What is pathetic is the U.S. and Australia are the only countries continuing to ignore the problem.
In the US, you can thank Oklahoma Senator James Inhofe for buying into the ignorance.
