No such thing exists, at least not any legal ones. Try Napster - unlimited streaming (including to devices like iPods) and limited downloads.

I'm pretty sure no such thing exists. For music to be legal, you have to pay for it so your question is kinda contradictory. Unfortunately you have only two choices: 1) Download illegally and for free 2) Download legally and pay. There is one other choice, but it involves file sharing so you'd have to download a program. It's free, but I don't know if it's legal or not
