Yes you can transfer an RRSP from one financial institution to another
There will be a fee from the first institution for closing it down, but the new institution will usually rebate you this fee
Go to the institution, where you wish your RRSP to end up
Ask them about the fee issue and ask them to transfer the account. Take paperwork (statement) from other institution for proof of account number.

DO NOT WITHDRAW THE RRSP FROM FIRST INSTITUTION ON YOUR OWN. THE SECOND INSTITION MUST DO IT.
Or it immediately becomes taxable and you won't be able to put it into RRSP account again probably.
