Stand in front of the mirror and practise your smiles. It's not always just curling the lips up. You have to check the way your eyebrows and cheeks move aswell. If you do it often enough, you'll be able to feel the movements and find that you have the ability to smile nicely when it's required.
The other thing is to find your 'good' side. Get yourself a video recorder and tape yourself from all sides. You'll be able to see if your nose bends in one direction, but can't be seen to bend from the other side. Or if one side of your lip curls weirdly! You see yourself from a totally different perspective and you'll be able to make the most of the 'good views' of yourself.
Then there's the way you stand and move. Again, in front of a full length mirror and using a video recorder, check out your posture. Raise and lower your shoulders until you find what looks best in the camera's eye. It's not necessarily comfortable, just looks good on film! Work on your walk. Towards the camera, away from the camera and from side to side. Running is usually the worse (it's best to get a professional running coach to improve that!).
On top of all that is make-up. That can do wonders if applied properly and can (in the words of my mother) turn a cow's ear into a calf purse - which sounds gross, but you get the general drift!

I dnt think it is physically possible to make urself photogenic its all dependant on opinion.. If u feel good in yourself at that moment and smiling well you have it covered.......i dnt think anyone is fully photogenic its the way you feel in the way you look which depends on how u look at your photo. sorry i mumble lol.

To be honest. Your either photogenic or your not.
But
You can easily edit the pictures tho.
On PICASA from google. You can edit the pictures to remove red eyes, and to airbrush you to make your skin look really smooth, and if that still looks bad.
Black and white! Makes you look way better.

Nope. If you have a face like mine, you look like **** in all pictures, (except the ones as a child, because at that age everyone looks cute).
Well that is my case anyway, I'd say I am not bad looking, but really photos do me no favours!..
I'd say...smile!

paint your teeth a nice shade of black or dark brown using some coal - powdered and and mixed with syrup- your looking gorgesous already!
collect bird droppings in a jar once it is half full- soak in warm water and massage on making sure to aviod the mouth area (we cant have you catching deseases now can we?)
by an elaborate wig decorate with live birds and real fruit- make sure wig is at least a metre both ways

now youll be the bell/boy of the ball

Smile with your eyes.

You know when you have an intimate moment with someone...you let them in through your eyes...?

Do that with the camera.

Tilt your head slightly to one side and smile.... it can make you look better in photos! Give it a go and see! ;-)
