Yosemite Sam was from looney tunes, and has big hut, that man has a small hat and wear city clothes..

I think I know who you are talking about and he appeared in "Truant Student" with Windy the Bear (see below source link). He is known as Inspector Willoughby and he first appeared in "Rough and Tumbleweed" (1961) a Woody Woodpecker cartoon. I know I'm right so give my freaking ten points now!!!!

PS: He sounds just like Tex Avery's "Droopy Dog" (Hello you happy people)

no Walter Lance was the creator of Woody Woodpecker cartoons I know the character that you are referring to but I can't remember his name
