I think it varies with circumstance and time period, though it's always somewhat important. I think it's more important now than it has been in the past because we see our leaders on tv all the time, so they have to seem likeable for people to vote for them. So I would say 5 for this day and age. It's kind of unfortunate, because the people that have charisma aren't necessarily the smartest or best qualified, but they do win the elections.

Very important but not the most important.
People got to like your face and get charmed by your beautiful words and eloquence in order to respect and follow you.
But ultimately its ability that matters. So that gets my 5.
