Absolutely. Use your recovery discs that were provided by the manufacturer or that you created when you bought your computer. If you do not have these recovery discs, you may order them from the manufacturer in most cases for a measly 40 to 60 bucks. That's a heck of a lot cheaper than purchasing Windows XP, which costs a grand total of about 250 bucks plus tax.
When you do get your recovery discs from the manufacturer, I suggest you simply power on the pc, open your disc drive, then powering off again using the button immediately. Insert the first recovery disc with the pc powered off (they should come clearly labeled). Now when you turn your computer on the installation of windows will start automatically. Just follow the prompts, it will tell you when you need to insert a new disc.
By the way, don't try to reinstall Windows using system recovery discs from another pc unless it is the exact same make and model as your own. For example, don't try using discs from a dell inspiron 5150 on a different model of inspiron, or on a different brand such as Toshiba. It never works, and you'll end up with more headaches than you want. When you do get the discs, make sure they Operating System on the Discs matches the sticker on your computer. Each machine is designed for a specific OS when it is created, so don't try to mix up Windows XP Pro discs and a Windows XP home computer, unless of course you have the actual WIndows discs. If you have Windows discs with a key that works, you can probably install whatever OS you want.
Also... if you were having issues in the first place in which you thought you needed to have the pc set back to the factory settings, you may have a failing hard drive. Just depends on the symptoms you encountered. If you nuked your pc because of software issues, then getting the discs as I described above should be all you need.

Be wary about where you download software from and what you use.
A drive cleaner cannot restore your pc to a previous time.
You need to restore your pc to its factory settings. Phone the company you bought it from and get them to talk you through it.
You'll need to boot in Safe Mode and see if anything is available there.

If you are running XP, start in safe mode and do a system restore to a point before the drive cleaner was installed.
Restart and you should be back to normal

Go into "Safe Mode" by clicking the F8 key repeatedly (every couple of seconds until you get the menu to select safe mode). Once you get into windows using safe mode do the system restore. If that doesn't work, boot with the windows setup CD and get into thte recovery tool. You will need the admin login and password.

Yes you can reinstall the operating system, when you bought your computer it came with system disks. You will need thease to reinstall the operating system and all the programs. Good luck!
