Heroin is worse - it funds the Taliban because it is grown in Afghanistan whereas Meth is not.
Heroin involves drug organisation and uses up tax resources to combat its effects.
I would say that Meth is the lesser of 2 evils so you can decide for better or worse.

Neither...but Meth is the more scary of the two because it is harder to get off of (94% of addicts get back on it eventually) and it causes the teeth to rot and open sores on the face from clawing imaginary crawling insects. They both destroy the users lives so I would not mess with either.
