Several things, not all and not in order:
Where are your nearest competitors, do you want to compete head on or open in an area outside their coverage?
What is the maximum you can afford to spend each month and for how long if you make no profit (most new businesses lose money the first 6 months and are out of business the first year).
Will you have employees, what will you pay them? Do you know the added costs with a payroll? Workmen's comp, matched SS, etc.
How will the accounting be done?
Who will your suppliers be, will they carry credit?
Do you need a loan to start? The lender will want a detailed projection of costs and income.
Will your lease include utilities or will they be separate?
Will the space need to be remodeled? Lighting and display for fashions is VERY important? If the space has been vacant for sometime, perhaps the landlord will do some of the remodeling in advance?
Is there a provision in the lease to get out of it if you lose money and must close doors? Can the lease be tied to profit at all? What if you grow and need to get a larger space?
Ask police department about robberies, thefts, break-ins relative to area(s) looking at. Do you need a security system? Does it need to have 24-hour monitoring? Have a button that may be pushed for a silent alarm and police call-out.
How will you accept payments, what are costs associated with credit card payments?
Do you need storage space? Will the storage be suitable for protecting the items from damage?
Are there changing rooms and bathrooms? You do not want potential cusotmers leaving becauase they have to go elsewhere to use the bathroom.
Is there room for an office and can you monitor the retail space if you are in the office?

very high risk endeavour, you are competing with all the others. Get a business adviser!!!! Don't throw away your money without finding out all the information first. I live in a small town and have seen soooo many clothes shops open and close, it really hard to compete against huge high street retailers that can sell clothes incredibly cheap. The clothes shops in my town that have stayed open for years are all boutique type shops, not super expensive but not cheap, they cater to the 35+ age group who have lots of money. The other shops that seem to do well are the 25-35 age group shops that are again not cheap, they cater for people buying outfits for dressy occasions and quality casual wear. ALL the clothes shops that have tried to do the teenage cheap clothes have failed, they just can't compete with the big stores.

Fashion sense, knowing your market, location, ability to attract. Join the local Chamber of Commerce, dress in your best, go to their functions, hand out your cards and/or a little gift or discount card. good luck you have lots of competition from the big stores.

I think you must focus to your TARGET MARKET and evrything follows. Define your target market and then you will know what kind of dress they want and need, in short what are their taste. In fashion shop, i think your target must be very specific target because people have differnt taste and fashion style or you will end up selling differnt types of clothes or accessories. Of course you want your store to have its "identity".In your target follows the place, where does your target lives or hang out..

First a lease, then fire hasserds, then location, then money (at least 1,290 for insurance, than paking , then equpiment for clothes displayed. Get real you don't want to know from Yahoo, but from an agent!
