I would appreciate if the finished product comes out with a very strong menthol effect. i tried heating all the said ingredients only to find it separated when cooled. Binders perhaps? any suggestion guys? Thanks a lot.

I assume that you are preparing an ointment.

The problem with the "suitable base" is dependent upon the application of the ointment as well as the ingredients to be used. This is a very complex problem.

The ointment base is usually prepared first and then the active ingredients are added.

The main ingredient should actually be alcohol, the alcohol kills most of the weaker organisms in your mouth the listed active ingredients is mostly for flavor and the bacterium reacts poorly to them. after some plaque is killed, it will not have as much plaque depositing acid to rot your teeth. Gingivitis is caused when plaque roots at the roots of teeth so they don't have a strong hold leaving space for other bacterium to eat at the roots and hurting the gums.
