i have light skin as well.
since you are a teenager you need a light makeup. i would suggest "L'Oreal True Match" makeup. at the store there should be a plastic color match sheet that you hold up to your skin. the one that disappears is the one that matches your skin color the best. it really is amazing. plus it is not a thick makeup at all.
get that in your skin tone and the finishing powder as well.
for the dark bags under your eyes i would suggest a concealer under the foundation.
so here goes...
step 1. moisturize.

2. put concealer on dark circles under your eyes and on any spots you may have on your face. apply foundation with fingertips in a WELL LIT ROOM!
3. apply a soft blush to the apples of your cheeks. (don't get a dark pink color get something very very soft it looks better than a dark shade if you're not experienced at putting it on)
4. apply powder to your face, preferably with a brush
5. apply a light color eyeshadow if you want, i suggest a soft shimmer brown between your lashes and your crease. if you want to apply multiple colors go for something that starts darker at the lash and blends to lighter but don't go too high with the color.
good luck!

I have found that the best "natural" way to apply makeup is as follows:

1. Start with a good cleaning regimen: make sure your face is clean and apply a light, oil free moisturizer (with spf).

2. Dab some concealer on spots and bags or use a very very light weight foundation( I use Covergirl trublend).

3. Use a light weight pressed powder to help smooth out your complexion (I use Covergirl fresh complexion pocket powder)

4. For eyeshadow, you should use a light neutral color to cover entire eye(like foundation for your eyelids) and then a pinkish tone on the lid itself for some color highlights.

5. Use a black or brown pencil for light handed eyeliner (don't make the line too dar, you just want to bring out your eyes a bit).

6. If your lashes are naturally dark and long, you can use a clear mascara just to brighten things up, otherwise use a light mascara, top and bottom to help bring out your eyes.

7. Lips: If you have a lot of natural color in your lips, consider just using a balm for shine. If not, choose a light shade of lip liner and a tinted lip gloss.

Now, you are beautirific and natural.

My best recomendation to you would be Bare Essentials makeup.. They have a starter kit for all skin tones. As for your bags under your eyes , you need to either get more sleep or use a cream that will diminish the bags . no makeup in the world can cover really bad bags, If your parents will foot the cost , the makeup line I suggested is really good and natural..there are site listed and these products also sell on ebay and qvc..The starter kit has a dvd in it to help you step by step...You cannot do these products wrong.. Hope this helped :) The products also sell on Sephora.com..

1. drink plenty of water and take 5 fruits and veg every day
2. never use foundation or counselor as all they do is clog up your paws and that's the last thing you need

the products and locations:

natural collection , found in boots , pick up the tinted moisturizer and look at the back of it , your job is to find the one that says " beige " at the back of it
in the same collection find the toffee cream lip gloss as well as black mascara .

application : shake the tinted moisturizer and place a little on cheeks , noes, for head , eyelids and shin , rub softly up words
, add a little water to the mascara and stroke on the top lashes only then sweep on some lip gloss

affects ; tinted moisturizer will give a glow to your skin ( i use it as a young woman ) , the mascara will open up your eyes and make them look flattering , and the lip gloss .... well that always make a face look great this look will look amazing with a messy bun or high pony tail ... as you get older try using eyeliner :>

Use a light concealer to cover you spotting and eyes. Then apply foundation all over the face. Do your eyemakeup--eyeshadow, eyeliner, mascara. Use a face powder after that (just brush on lightly--I usually use a bronzer for a nice glow), and then lightly brush on blush. Lip gloss last and you are ready to go!

Babe what i do is grab a nice light face bronzer to even out the colour if ur beautiful skin, mascara, eyeliner on the inner bottom lip of ur eye and then clear or pink-ish gloss natural and u have highlighted ur features :)
As for ur bags prevent them instead of covering them. Try resting more, chill used tea bags in the freezer and place them on ur eyes to reduce the puffness, good product is mint cream to refresh ur eye area.

I am in your same situation first off after you wash your face moisturize
then use a concealer like Cover girl cream concealer to blemishes and something like Physicians Formula Cover Tox Ten for under eye problems
then use either a powder or liquid foundation a sheer one is Cover girl TruBlend
then for your eyes maybe a smokey brown shadow and mascara
top it off with lip gloss and you have a perfect look

put a concealer underneath ur eyes and on those spots. use a cream foundation, then use a light blush thats really more like a shimmer, which Bonne Bell makes lots of. then, apply smoky eyeliner on the lids, then use a sage green shadow. apply a mascara like Neutrogena Wax- Free mascara. then, put on some chapstick, then a light pink lipstick, then finally use a clear lip gloss.

sonya kashuk (i think that's how it's spelled) has awesome make up. it blends so well and doesn't feel like you have anything on your face. she's into natural looking makeup.
make sure to use makeup sponges and don't touch makeup with your fingers (all the germs-ew-yuk). dampen the sponge for a dewy look. powder goes on with a big brush and in downward motion (otherwise it will powder the underside of facial hairs and make you look dirty). dab on salmon colored concealer under the eyes with a brush then blend with tip of ringfingerof the hand not normally used. (if you are right handed use left ringfinger to blend - less wrinkles as you age)
concealer
foundation (then blush , shadow, etc.)
powder to set.

just put a couple dabs of cover up over the spots and use some green concealer for the eye bags. but make sure you blend the green concealer b/c you obivously dont want people to see it.
