Countries have laws about allowing animals in. Unless you can verify that you will not have problems in any on the the countries you plan on visiting you should leave the tortoise at home. If you don't do this you risk loosing the tortoise or having to wait for it to pass a quarantine.
My other concern is how the tortise will feel about this. Many animals don't like change and would find waking up in a new place very stressful. A motorcycle is not a suitable enviornment for a tortise either.

YEAH!! Get him a little tortoise helmet and leather jacket! LOL, if you can find a way to saflel travel with him, where he'll be kept warm and well fed I don't see why not. If you can't keep him at ideal temps and safe then leave him with a friend or a kennel (if they take tortoises)
