Some might...
Anyway, the scum who killed WPC Sharon Beshenivsky were Muslims who went binge drinking and then embarked on armed robbery: http://www.guardian.co.uk/crime/article/0,,1948911,00.html

The same could be said of 'true believers' of many faiths. For instance, promiscuous sex is certainly not espoused by any of the main Christian sects, quite the opposite. A true Christian would abstain from sex until marriage then remain faithful to their partner for life. Another point is that it is often it is not the practices of minorities that people object to it is the fact that it is a minority that is doing it. To clarify: If you said that a Muslim person of an ethnic minority didn't go to pubs because he didn't believe in drinking, many would criticise them for not trying to integrate, they would say have a soft drink etc. However, if a white Evangelical Christian who could trace back their ancestry to Alfred the Great said the exact same thing there would far less protest and especially the point about fitting in, integration and British values etc would not be made. So the problem is often not the message it's the messenger.

Given that "binge drinking and promiscuity" are just bad behaviours and are not and have never been part of English "Culture"
(I assume you mean British Culture- as Scots and Welsh do it too - beleive me I'm Welsh and know plenty of people who do)
then your question is flawed from the start.
The main problems I see are things like the face covering. "British" Culture tends to value face to face communication as a sign of openness and honesty and we do not believe a woman showing her hair or face is being immoral. Muslims do. Thats where the problems arise.
Plus British culture values art and music, dance etc and these things are apparently banned in the Koran, another stumbling block. I mean you can't imagine a muslim ballerina spinning round the stage in a burka and hijab can you?
And we love to keep dogs as pets - another thing thats against the Koran.
These are the barriers to integrating into "British Culture". Although I don't see why they can't just live by their own culture and respect other peoples' rights to do the same - and also understand that some things - like their veils - are actually considered unpleasant and offensive over here (much like if I walked around in Saudi Arabia wearing a mini skirt) . . .

YES! My English ancestors came to America in the 1600's so I feel that I am very well "integrated" into American culture and I have visited England and felt accepted there. Well, guess what. I don't drink and I am not promiscuous! What kind of question is this anyway? GEEZ....

If binge drinking and promiscuity is considered to be a trait of English culture, I'm not sure that I want to be part of it and I am a born and bred Englishman!

Yes of course they can. They don't have to copy our worst traits just to be British.
By promiscuity I assume you mean the females as it doesn't seem to apply to all the men?
If I was young today I don't think I would bother finding a wife considering everyone's behaviour and I guess the same applies to the women.
We certainly present a horrible face but if they were to join us totally then we might change our ways.
Couldn't get any worse could it?

Are you actually stating that binge drinking and promiscuity is part of English culture. You seem to have a personal dislike to Muslims.

Bit of a loaded question.
Binge drinking and promiscuity are also against Christian beliefs ..... so can they integrate into British culture?
EDIT
AND PROMISCUITY IS FORBIDDEN BY THE BIBLE SO DON'T TRY TO USE THE KORAN AS AN EXCUSE FOR YOUR POORLY CONSIDERED QUESTION
