You need to check the demographic of the population, what competition you have in the area, etc.
For instance.............if the average age of the population is 50+ there would be no point opening a baby shop................or no point opening a burger bar if there is a McDonalds on one corner of your block and a Burger King on the other !
In very simple terms, most very basic business estimates use the Pareto Principle (otherwise known as the 80/20 rule). This basically says that in a business 80% of the sales comes from 20% of the customer base.
This can be applied to many other statistics, so in your case, 13791 people are your target market. How you get them through the door is down to you, your product, your pricing, and your marketing.
