Every motorist pays the same amount for road tax,regardless of how much they use the road:someone who covers only 1,000 miles a year pays the same as someone who covers 20,000.This is surely unfair.The justification for having a road tax system is that it brings in revenue for the goverment,revenue which should be used to improve the road system and to help reduce levels of population.But even more revenue could be brought in by scrapping the system and replacing it with an increase in the amount of tax on fuel.This must be not only a better way of raising revenue but also a much fair system.It is a change which should therefore be made.

this only applies if you are talking about the usa: your premise is wrong. we pay "road tax" through the fuel tax (which you mentioned). therefore, the more fuel you use, the more you pay in tax. I don't see how population control will be achieved through taxes. did you mean polution? and an increase in fuel tax is a regressive tax. it hurts the poor much more than it does the rich. a poor family will spend a higher percentage of their income on taxes (any tax) than the rich.

First of all you statement is incorrect. Everyone does not pay the same taxes. Some states levy a road tax on each vehicle. such as a wheel tax. This is the minimum tax for the opportunity to place your vehicle on the road, regardless of the mileage you drive. Most of the taxes collected for roads and highways are embedded in the price you pay for fuel. The more fuel you burn the more taxes you pay. There are additional taxes and fees charged for commercial vehicles on their registration based on weight and the number of a axles.
The revenue generated is utilized for roads. The national interstate system is paid for by these taxes.
The road system is not a means for reducing population, only a means to improve transportation and commerce across the country. This improvement allows for a grater standard of living. The better the standard of living the grater the population.

You hypothetical is unclear regarding what you mean by a road tax. Furthermore, the person who only drives 1000 miles per year still gets plenty of use out roads beyond personal use. The roads are used by emergency services such as fire and police, delivery services that bring goods to the market and many other passive uses that benefit all.
