Yes, it is possible, but the service is not available to the public for obvious reasons! There is a process called "Triangulation" that pinpoints the exact location of the user.
And as some have said in this forum, it has nothing to do with GPS. GPS is a different technology.

Yeah it is possible to locate a person. My family and I are on the Sprint PCS network I can locate my daughter location. Its called the Sprint Family Locater, it is good to use! The phone has to be on and there has to be signal in order for it to work.

you can pinpoint a location...for example an apartment complex...it could have many different rooms there...but you could tell that the signal is coming from the building.
