I am a property owner and up till now, I have been happy to rent the property out. However, I have decided to turn it into a place where women can go to after drug rehab or after exiting corrections. I no longer want it to be a rental. I want it to be acknowledged as a recovery home for young women seeking assistance. How do I legitimately declare it a House of Recovery. Who do I notify of this and how?

The first step would be to check with your local planning commission to see if the property is properly zoned for that type of activity. Then you need to check to see if that type of facility requires any type of licensing or certification. Your best bet is to contact a local attorney because laws vary by state.

Ask you neighbors first. Most communities have zoning boards and licensing for these type of facilities. However, if your neighbors protest your plans it will be turned down.
If you do get it past the zoning and approved your neighbors may still come back and sue you.
