Pre Rank the players , get a committee together to do this because someone will undoubtedly be upset by where they are placed and it is better to be able to say it was not just your decision. Allow people to challenge up a max of 3 places at a time. Everyone gets to play and up and down match in the period of time you a lot for them to play, lets say two weeks. Designate certain days as ladder match days. This way the players know they have to be available to play on those days before they sign up. They have to play their challenge matches within that two week period you set up or they default. If there is a question about who is ducking who the committee decides who gets the default. Make sure everyones phone numbers and e-mails are available so there is no problem getting in touch with one another.

A true ladder is one which ranks players from best to least. No need to rank players, just put them on the ladder by chance draw. The better players will move up quickly. New players coming in can challenge any player in the ladder. If they win they are place above that player, if they lose they are placed on the bottom of the ladder.

number 1 rank at the very top, number 2 at the very bottom, 3 and 4 both in the middle (make sure that they dont play each other in the first round) just try to spread the good players away from the good players
