I have a 1991 Caprice that my father has given to me the car looks like new however, It has way too much power and I have gotten 14 speeding tickets in the last 2 months driving the car. it goes over 130 mph at only a quarter throttle!. How do I make the car have less power? I want it to run much slower than it does now. Any segestions out there??? the car has a 350 multi port fuel injection system with a turbo charger.If I cant get this car fixed soon I will have to give it away just to stay out of trouble!!!

sounds like your a lead foot young driver to me.14 speeding tickets(1-14 over) would be 28points here in michigan (anything above 15 over limit is a court case here).12points being the limit to be allowed to drive.You had best sell the car and use the money to buy something slower and safer.I think you may end up riding a bus .Continuing on a path with that car you may put your life in grave danger(voice of experience I crashed a car drag racing at 115mph on a local hwy back when I was a teen new licensed driver I was almost killed I blew a tire and rolled it).
Also if your caprice has a 350 it may be a vett engine most caprices with a v-8 were 305 engines(I owned one)the 350's were put in the police or detectives cars but not with turbo's.I don't know if it was available as an orderable engine when new to the public but the police did have them .But most caprices with a V-8 that I know of were only 305's otherwise.

If the turbo was factory option, the car is rare. Sell it like it is and buy a slower car. You can likely get a decent amount for it, the caprices with the powerful engines are worth some money. Not so after you butcher it trying to de-tune.

due to the vehicle being an OBD-I compliant vehicle and not a OBD-II you cannot program it yourself, they make EPROM chips that can do this and they can be custom made,
However there is an alternative, you could take out your turbo and sell it to me : )


EDIT:
1991 Caprice Classic came stock with either the 305 5.0L engine OR the 350 5.7L engine that model year stock was a TBI intake.
however the police interceptors had some "Extra" options as well... not implemented by most agencies the turbo WAS an option as well as a multi port injection 350

trade it to me I have a 1990 dodge colt 1.5 L sitting around. What do you say even trade LOL. Seriously tho remove the turbo go back to stock. The 91 Caprice wasnt slow but it also was no race car with a stock 350 in it.

have it tuned down using a computer scanner. Might also consider having the turbo charger removed

Practice using the cruise control .
I love those engines.

Why not have the Chevrolet dealer at least give you a diagnosis? They have the best chance of finding the problem.
