I am tall, of European descent. Does one have to be Scottish to wear such a thing?

look up classic Scottish formal positioned on for females. the images i have seen educate a narrow, floor-length tartan skirt, flat in the front and pleated in back, with an ornamental pin on the knee to carry it closed, a cummerbund, a adapted white blouse, and an same diagonal plaid over the right shoulder, pinned on the left hip with a large Scottish brooch. wearing an elementary-length kilt to promenade will be way too casual.

Yeah, I'd say "odd" would be a good description of how that would ensemble would look.
