Download an image editing tool like IrfanView

Goto Image->Effects and play around with different effects. I think it has a "Oil Paint" effect and also edge detection!

Hi,
to make a standard pic or photo to look like a drawing download something like Kodak EasyShare, Microsofts' Visual Studio 2005 or Adobe Photoshop butr thier are heaps more out there too. Once you download software you'll generally find the drawing option in the editing section (just follow the help tutorial) it easy as. Oh most of the software you need, you can either use directly online or download it for free!

I'm not sure how you would do it on other programs, but right now I'm using Paint Shop Pro, it has a "Posterize" option under the colors menu list that generates a similar effect to the Incubus video. The program also has a "Decrease Color Depth" option under that color menu tab that can also generate the effect.

Basically look for "Posterize" or "Decrease Color Depth" option or something similar and that should get you near the effect you're looking for.

I haven't seen the video, but a simple feature of Photoshop is the filters tool, and there is a drawing filter on there to select (if RGB color selected).
Other answer: Do it the old fashioned way.
