If you're a beginner or want to learn more, then you don't need to buy any books at all, or pay anything for a start...

get tutorial from adobe, it is a book with lessons on cd.
it can be picked up at large bookstores

pick up magazines like How, Print, subscribe to Photoshop magazine. Check on the books at local university bookstore (if they teach graphic design) and their library.

community colleges teach courses in the evenings for non-credit classes.

I like the tutorials from Adobe.com's website, mostly because they are free. I've also found it helpful to go to Barnes and Noble and start browsing -- because some fancy titles sometimes have the most mundane info, and it will be easier to get what you want that way.
