ahhhhhhh! First of all it could be a virus like everyone is suggestion, it could also be spyware. Download Ad-Aware by lavasoft once downloaded, Run it and update if needed.
Click Start
Check the "Perfom full system scan" bubble.
Click Next
When its done scanning youll hear a wierd noise...
Heres the important part, because you can accidently delete DLLs if you are not careful. Go to the 'Scan Summary' Tab and check everything execpt the MRU LIST and then hit next.
Ive found Ad Aware to be very useful...
and a more advanced tip of mine to free up some CPU Usage. Be careful though...
Use ALT + CTRL + DELETE and open up the processes and end any unneeded processes....
Im running windows XP Home Edition and here are my processes right now.....
IEXPLORE.EXE
taskmgr.exe
wanmpsvc.exe
wdfmgr.exe
svchost.exe (many times)
spkrmon.exe
snmp.exe
snmp.exe
SNDSrvc.exe
tcpsvcs.exe
navapsvc.exe
shellmon.exe
ccApp.exe
waol.exe
hkcmd.exe
jushed.exe
tfswctrl.exe
explorer.exe
ccproxy.exe
lsass.exe
services.exe
winlogon.exe
csrss.exe
acsd.exe
smss.exe
system
system idle process
so if you have any suspisious looking processes running just end them....
I also suggest looking for suspicious folders and files in System, system32, and window folders...but dont delete things you arent sure could be needed....
whew thats all I think

Keep a virtual memory booster as an auto-start entry. It frees the clogged RAM. I use RAM Booster, which is very effective. Here is the link to download it:
http://www.download.com/rambooster/3000-...
After downloading it, follow the steps:
*.Cilck on Edit>Options and tick the follow options:
1.Set auto optimisation on
2.Show CPU usage
3.Start minimised
4.Launch automatically at start up
Also, increase the auto optimisation level and 'Mb of RAM to free at auto level' as per your requirement.
Hope this helps.
:-)

Remove unwanted programs downloaded. Boot to safe mood before you do all this first. When you UN-install each down load one at a time check the CPU history..
