That's excess liquid fabric softener. I don't like using fabric softener because --as the name suggests-- it softens fabrics which in my my mind equals faster deterioration of clothing. If you can't live without it, I prefer dryer sheets but I also think they're an unnecessary expense. (I also don't like the greasy feel.) In any case, to create buildup you're either using too much or putting it in during the wrong time of the wash cycle.

You can simply wipe the blue slime off the top of the agitator with a rag (or a used dryer sheet.)

Yeah, definitely sounds like softener/soap. It could also be a combination of soap and a small amount of dye that tends to wash out of jeans, which would give it the blue coloring.

Get rid of the fabric softner...Do a wash cycle with only bleach....
P.S. No clothes!
