For a start off, that's a funny looking tag team - I always thought it was two people in a team, only one of which should be in the ring at any one time.
ANYBODY can be a member of a tag team or take part in any professional wrestling in this country so long as they have the capability to fake falls, hurt, pain and 'injury' AND have the necessary Equity (The actors union) card.

shelton benjamin, charlie haas for starters, both have immense talent that is doing nothing of note at moment, a feud with spirit squad could be a gem .
fitting your criteria of having of have a diva, i would add torrie to DX as she was a founding member and could use the diversion to hide her abysmal ring talent
