Has your university got any suggestions or standards they require you to meet?

Most will give you an idea about what hardware they expect for a course.

Check with them (especially check their website) before you make any final decision.

Buying a labtop means you would need it to be portable with you anywhere you go, so if you think that you would need that then think buying it, otherwise you can go for a desktop.

For your case, I suggest buying a Pentium 4 with memory not less than 512 MB RAM, the VGA card shouldn't be something high since you're programming, the Processor is very important not to be Celeron type, also you should take care of the bus speed for the processor and the motherboard as the higher the bus speed is the better performance you would get which benefits you in programming and testing, also you should get a CD/RW or DVD for taking backups of data. The other peripherals are regular and wouldn't affect your work much.

Hope that i helped you through the way.

You can get an enormously featured desktop for Rs.40,000 with almost everything you want. But if you choose a laptop, you will have to settle for a more humble option. But laptops are portable, so if you need them at colleges then go for it. I would recommend laptops of Lenovo, Compaq or LG.

see what the configuration works the best for you is the matter of judgement of ur needs and fanancial status
i would suggest you not to go for such high standardswhich u wont be using ever
so better judge ur needs first and get a reasonable and cost effective stuff
