I think he is talking about an autopsy setting in med school or during anatomy class dissection. The tip i was given and that helped me a lot is to feel them with my fingers, gently of course so as not to ruin the specimen. Arteries are thick and muscular, veins are thin-walled and of a wide caliber, nerves feel like chords and are not hollow. With time you will be able to tell the difference without touching it. But i saw this trick used in surgery as well. it works almost all the time.
