My mom lives in a building,anyways the electricity company (con edison) cut off the lights in the elevator,downstairs and leading up to th building,what i'm asking is can she sue the building?She pays her rent every month on time

Yes, she can sue for breach of contract. However, if the landlord is having trouble paying the bills, it might be difficult to collect on a court judgement as well. If she really wants to sue, small claims court would be the best venue. Since both plaintiffs and defendents represent themselves in small claims court, she would not be stuck with a large attorney bill while waiting perhaps years to collect from her landlord.

Yes, she could sue for damages in civil court, which would include spoiled food, lost time from work, costs of looking for a new place, laundry expenses if she had to send it out or go to a different laudromat, moving expenses and emotional distress. (She might not get much, probably, for emotional distress, but it is worth a shot). Having your electricity turned off, for an older person, is disturbing, especially if she had to walk up and down dark stairwells.

She needs to document when this occurred, complete dates, and a written police report to back it up is a really good idea (that someone mentioned earlier). Take pictures of any spoiled food from the refrigerator or have an itemized list of what went bad.

You sure can. They have to provide a safe and accessible Elevator and walk ways. If she got hurt because of it they could lose their building in a lawsuit. They are obviously not good business people or they would know that. I'm surprised someone hasn't gotten hurt deliberately just to make some money.
