A bit drastic. But given that a lot of cell phone owners are incapable of simple courtesies like switching the ringtones off in lectures or other events and not answering their phone if they are in the middle of a conversation with somebody else, it makes sense as an educational measure.
Now people can start learning talking to each other directly instead of talking through a cell phone. People survived for a surprisingly long time without cellphones, if cell phones would all break down tomorrow it wouldn't be the end of the world.

AM against total ban...
see whta could be done is use of cell phones is class and halls should be banned also if caught a fine should be levied.
Cell phones are a neccesity and it is not always used for chattin purpose...

it is really good , I know as mah sis always keeps on chekin fr messages or calls on the cell even in the college n she dnt concentrates on studies n she had came down in studies

I'm a full time student. But I'm also a mom. I NEED my cell phone with me at all times in case of an emergency! I don't agree with this policy!!!
