Inner city rough and poor neighborhoods were referred to as the "Ghetto". Used alot in the 60's and 70's really. I think today we have extended the word to mean things that are distasteful.....I noticed young people using it that way.....I see even on this site referring to this and that as ghetto.
So there you go....the meaning has changed over the generations.

Jackieblue411 is moreso correct on the correct meaning of the word ghetto. A ghetto is a term that is supposed to mean a neighborhood that is mainly/predominantly occupied by a specific race...There can white ghettos, black ghettos, Jewish ghettos, Hispanic ghettos etc. However, in todays society, the term has been turned around to mean other things that are supposed to be negative and derogatory towards the African American culture.
Just like the "n" word actually means ignorant, but is moreso used to demean African Americans when used by other races.

Oh, I hate it. I'm black, and I used to get picked on all the time because when I talked properly, and clearly, pronounced my words. My black friends always said that I talked white. What's that supposed to mean? It was like they were saying that black people didn't know how to speak. When I'm on the phone some of my white friends say I sound white too. It makes me mad, because Ignorant doesn't come in one color. I don't try to be any kind of color, I just try to be me and that's how I was raised. Ghettos are also described as an urban area inhabited by a specific ethnic/racial population. Ghettos here are more recognized as being populated with black people, so a lot of things that we do or listen to here, is classified as being "ghetto". Like, the kind of music we listen to, or if we are really loud in public that mite be considered "ghetto" also.

expression to classify a certain way of life, like red Kool aid, going to the store with house shoes on, having blue weave lol things like that. Doesn't mean Ghetto is a bad thing more like a Way of life type thing to some. Ghetto's more associated with a person, Where as "Hood" is more associated with the inner city living I'm ghetto lol
