it means, "hey sexy, can i buy you a fish sandwich?"
kinda like "hey sexy,can i buy you a drink?," but instead it's a fish sandwich.

It mean he is asking her whether he can buy the sweet lady a fish sandwich. So simple also cannot understand ?
