Your question answers itself, of course it's his pals and cronies doing it that's one of his perks. Being a devout Christian he will tell you that," He's casting his bread upon the waters and after many days it shall return".. This in plain language means he is buying friends and influencing people, the Bush Family never miss a chance to line their pockets!.

the big lie. That has been the plan from the beginning. With nothing but Republicans as far as the eye can see in Washington, there was no chance to do anything about the War For Plunder. The public has been asleep all this time, mesmerized by the big lie, so they were no threat. Now that the Democrats have control of the House and Senate next January, we'll see if they have the cohones to expose the plundering scandal, or will we once again get the Potomac Shuffle and all will remain secret and sealed until 2070.

its called government contracts and lobbying. the contract to build the boarder fence -- which will probably never be built was given to boeing -- defense contractors that work for the government and i am sure have lots of bush friends in high places. haliburton which has close ties to cheney (like he used to work there) has a rediculous number of contracts in iraq. how he gets away with it is he has set up his own fascist state. he can dictate who does what. well he could for 6 yrs. americans like to live in denial i think. nobody can be that slow.
