Whats that quasi-grunge band's name?

The singers name was Art i belive. They had a couple hits in the late 90's They came out after Nirvana, bleach blonde hair. anyone?

My sister went to San Fransisco to see Art perform live. It was just him, solo. It was all acoustic. I imagine it was a nice personal setting.
