Not to be a jerk but to clarify...you cant "produce" oxigen. Law of thermodynamics no elements can be made or destroyed.
btw...if i am guessing you mean what tranfers most of the oxygen in the atomosphere...then i say plants due to photosynthesis.
*Note-"transfer" is not a good word but that was the only thing i could come up with.

Photosynthetic organisms in the ocean produce more O2 than the rainforest. Oceanic algea do some too, its the phytoplankton that do most of the work.
