Free Internet Service Provider users use dial-up to access the ISP. To get the software, you can go to the ISP's Web site from a computer that has Internet access and download the software onto a disc. Or you can call the ISP's customer support line and have the ISP mail you an installation disc.
As for actually dialing in after you install the software, quite a few free ISP's have access numbers throughout the country. Unless you live way out, you should be able to find a local access number. The software the ISP will give you will allow you to see the nearest access phone numbers and choose the best one.
Free ISP's rely on advertising for revenue, so you will have to endure ads on your screen while connected to the Internet through the ISP. It's a small hassle but worth it if you have little money and don't mind download times longer than what you'll find on DSL and cable.

There really are no free ISP's, some claim to be but will charge you premium rate phone charges to connect to them, there were loads of them in the UK before broad band became the norm, however many still exist.
For your computer to connect to the internet when you turn it on you will need a cable or T1 connection, these are not normally available for free.
You may find a few dial up providers using premium rate numbers or extensive advertising in Europe still offering so called free internet access.
For other Countries I cannot answer, I believe the USA has something called JUNO which claims to be a free provider, I don't know anything about them but I am sure there are restrictions.

I don't know of any free ISP any more. I could be wrong. You need a modem that goes into the computer and you plug up the telephone to it. It will dial out to the Internet server and connect to the Internet. Just open the browser and poof your on the Internet. Some people hook to the Internet via DSL call Verizon or your local telephone company and they might be able to hook you up. And some cable companies offer Internet service. I use a cable modem to connect to the Internet. AOL is very hard to cancel however it is the easiest to use for beginners.

Which free ISP is there dear.
If u have 1.
U should 1 modem, Username , password, IP address, Subnet Gateway, DNs entries,
& use internet connectionwizard to get it done.

I've personally never heard of a free ISP but meh. It also depends on how you connect (dial-up, cable modem, wireless) when you find out which you are using post back
