You must read your contract of employment with care. Many companies insert an exclusion clause which bars you from working for a similar company or setting up your own in the same field. These clauses are binding and they can sue you if you fail to abide by them.

As long as you have not signed any work agreement, contract with a no compete clause in it.

you can.. but if your employer finds out, they may not be too happy about it, because it could create a conflict of interest and you can lose your job.
