According to this site, the best place to see them is around W Europe and W Africa this year, and the 19th (sunday) will be the peak of the shower.

The next link says that in previous years each time it was visible in SE and Central Asia on Nov the 18th at a little past 18:00, with a very high number of visible meteors so you may do well to try then, too.

The calculated peak time of the outburst is 04:45 UT (Universal Time = Greenwich Mean Time) on the 19th of November. It will probably not last very long (i.e. meteor activity will rise and fall quite sharply) and so to see it you need to be in the right part of the world. You need it to be night-time, and you need the radiant (the point in the constellation Leo where the meteors radiate from) to be above the horizon.
