A plate could be placed on the dashboard but there should be 2 plates to be places down on both ends as required by law.

I suspect that the answer depends on what state you live in. However it seems to me that if you placed the plate flat on the dashboard then it would not be visible to people in other cars and therefore the police would have a problem with that and if you propped it up so it could be seen, then it would block some of your view and would be a hazard to navigation. Where I live there are strict rules about how much of the windshield area you can block with stickers. We are not supposed to have anything hanging from the mirror. A plate that could be seen would be worse than pair of fuzzy dice or a few decals.
