Any place you know of to download a Sega Dreamcast emulator and Roms?

I can find Genesis, N64, Nintendo, Atari, Etc.....

Trying to Find Sega Dreamcast Emulator and Roms.

You probably need a BIOS file. Simple emulators like for the GBA don't need them because they can emulate the system's BIOS natively, but more complex emulators (like for the Dreamcast) do. They aren't included in emulator downloads because, unlike emulators themselves, downloading the BIOS files is illegal. For the same reason, I can't provide you with a link of where to find one, merely inform you that that is most likely your problem.
