Yes; these days it's especially important in elementary school to make sure all of the kids made it from the bus stop to school. Because if they didn't, then the earlier everyone knows that, the faster an investigation into where the kid is can start. In high school attendance is important because you need to be at school a certain number of days in order to graduate.

Yes the schools get money from the gov't depending on how many kids attend school on a daily basis

Elementary schools have an obligation to confirm that the students that are supposed to be there are present and might also have to contact parents in the case of an absentism unless a prior arrangement has been made.

the teachers supposed to but i being the attendance monitor have to do that by marking the absentees in the register.
