If this wasn't you best friend's brother, I would say, go for it. However, since it is, then I am going to say follow your instint.
Eventhough you have no reason to be loyal to or feel that you are betrading you friend if you do go out with him, there is something about friend/people that changes when it come to the one they love. Sorta like a saying I heard, regarding my career goal: "when people realize your potiential, they expect a (whole) lot more of you."
This is typically true when it come to dating your best friend's brother, or sister, etc. They have their idea of a sister-n-law and if you don't fit into that image, you're DOOMED and you will look and feel very silly.
For example, if my mother was to get married to someone, I would expect for my step father to give me money, take me places, and have a father-son talks. On the other hand, think if my best friend was in love with my mom, he's broke, don't have a car, and he is so stupid, he thinks pop corn is a type of dance!
From all the various opinions (some say it is O.K. if you talk to your friend. Some say it is not), I personally believe it is better to be safe than sorry. It would be easier to find someone else to fall in love with, than take a chance with this, don't you think?

Hmm... I would think that you would decide what to do based on how much conflict and hard feelings it would cause. What happens when you guys break up? Do you or he have a history of bad breakups? That would be ugly. And how about your friend? This WILL be hard on her, is she mature enough to go with it? And if not, is she worth putting your feelings aside for? She might be, but if she's a self-centered infant, maybe she wouldn't be. Another option is to be friends and wait until you're old enough, or ready enough, to consider looking for a spouse, then go out then. If you really don't feel ready to settle down, then eventually you'll just break up, so you might want to save yourselves that pain an not indulge right now.
