Puberty for a girl begins with the start of her menstrual cycles. Menopause is the end. Just like a woman can have sex after menopause, a girl can have sex before puberty. Haven't you heard of perverts who take sexual advantage and rape very young girls ? For a boy puberty starts when he is able to ejaculate. He can still get an erection and insert it into the vagina, he just won't be able to ejaculate. It won't be as much fun though so it is better to wait.
