The phrase "can I" is used to determine whether or not someone is capable of accomplishing something. You are capable of accomplishing this so you say "how do I" instead of "can I". Do not use the word "improve" in the past tense when you haven't already done it. Also, you don't improve your English language because the English language is not yours, so you just say "my English". At the end of a sentence or phrase use a comma or a period. Do not end explanatory sentences with question marks, use periods. Finally, capitalize "I" and "can" as one is a proper noun and one begins a sentence. So, the correct way to ask this question would be "How do I improve my English? Give me tips, please." It is always polite to throw in a please with a command.

Of course you can. Listen to radio stations in English. Read newspapers in English. If you live in an English-speaking country, go to the stores and ask the salespeople questions about the merchandise (Do you have this sweater in a smaller size? Do you have this in red? Where is the post office?) Asking and answering questions here is also good practice.

You're doing pretty good so far! My dad, who is a native Spanish speaker, learned English through TV and radio all by himself. If you are in school, many schools offer help with writing and language in writing labs. Good luck and continue to learn! :)

First of all you can use "check spelling" when you ask questions on yahoo! There is no need to use a "past tense" in your question.
Secondly, you can study..either take a course, have online classes ( I also teach online ) or do some self - study.
Listening to English programs on TV or radio also helps.
good luck
