Many colleges review undergraduate applications via the holistic approach and what the individual student could bring to their campus diversity. It is a combination of grades, extra curriculars, and test scores. However, the best gauge is reviewing their website on the most recent class that they admitted to the college.

You should be able to get accepted into Northeastern and Eastern Illinois.
All the others, I can't say. You have good class rank, it's just that your ACT sinks you. I know at UIC, with ACT average of 23-24, most of the people accepted with an ACT under 20 were accepted by special admissions and not regular. That is also probably true for Urbana as well.
