Crudely put, it is the equivalent of D (or Drive) as third gear, 2 as second gear, and L or low as first gear. In L, the car will stay in 1st, in 2, the car will use 1st and shift up to 2nd gear, in Drive, it will use all three as it increases road speed.

If you put in in "2", the car will not go above second gear. If you put it in "L", the car will stay in first gear.
You might want to do this when driving down a steep hill and you want to control your speed without wearing out or overheating your brakes.

2 and L are just the lower gear ratios for a transmission and L is used for climbing steep hills and torque, 2 is used for driving in snow, etc, where you do not want the over drive to kick in and it still give you power

2 = second gear - useful in places with lots of hills where you would not exceed 30-40 mph (depending on the car).
L = low or first gear - useful going up a very steep driveway or dirt road that is rough.

In impartial, it keeps shifting very slowly forward and in D and a pair of, it nonetheless keeps shifting very slowly forward yet when I supply race, it isnt shifting forward.
